Beyond Police and Fire: What Else Can You Listen to With a Scanner?

Mention a radio scanner and many people immediately think of police and fire communications.

And for good reason. Public safety monitoring has been at the heart of the scanner hobby for decades. But it is only one part of a much larger radio world.

Turn on the right scanner, program the right frequencies or systems, and you may be able to hear aircraft approaching a nearby airport, train crews working a railroad, vessels navigating a busy harbor, amateur radio operators making contacts, businesses coordinating daily operations, NOAA weather broadcasts, road crews, utilities, event staff and much more.

In other words, a scanner isn't simply a "police scanner." It is a window into the radio activity happening all around you.

And exploring some of these other services can open up entirely new sides of the hobby.

1. Aviation Communications

If you live anywhere near an airport, under a busy flight path or even within range of high-altitude aircraft, aviation can be one of the most rewarding things to monitor.

Civil aviation voice communications use frequencies within the 118.000 to 136.975 MHz VHF aviation band. Depending on your location, you may hear pilots communicating with air traffic control during departure, arrival and en-route portions of a flight. Airports can also have frequencies used for tower, ground control, approach and departure, airport information and other operations.

What makes aviation monitoring especially interesting is that there is a story unfolding in real time. You can hear an aircraft receive clearance to taxi, follow it through takeoff, listen as controllers sequence arriving traffic or hear pilots respond to changing weather and airport conditions.

You don't have to be a pilot to enjoy it. Aviation scanning can be fascinating for plane spotters, travelers, photographers or anyone who has ever looked up at an airplane and wondered where it was going.

Some scanners also cover portions of the UHF spectrum used in military aviation, although what is active and monitorable varies greatly by location. FAA documentation identifies 225 to 400 MHz as spectrum used for military aviation communications.

Pairing a scanner with an aircraft-tracking app can make the experience even more immersive: one lets you see the aircraft while the scanner lets you hear part of the operation behind its movement.

2. Railroad Communications

Railfanning is practically a hobby within the scanner hobby.

Railroads rely on radio communications for train operations, dispatching and coordination. Federal Railroad Administration material identifies the high-VHF range around 160.215 to 161.565 MHz as being used for railroad voice and data communications.

Depending on the railroad and area, listeners may hear train crews communicating with dispatchers, switching operations in yards, track work, maintenance activity and other operational traffic.

The biggest appeal is context.

Seeing a train pass is one thing. Hearing some of the communication surrounding its movement can give you a better understanding of what is happening on the railroad.

For photographers and dedicated railfans, a scanner can also help provide awareness of activity before a train comes into view.

Railroad listening can be particularly attractive to scanner owners because many people have active rail lines within driving distance even if their local public safety radio environment has changed.

3. Marine and Harbor Communications

Live near the ocean, a major lake, river or working harbor?

There may be an entire world of radio traffic on the water.

Marine VHF radio is used by recreational boaters, commercial ships, marinas, ports, bridges, vessel traffic services and the U.S. Coast Guard.

Channel 16, at 156.800 MHz, is the internationally recognized VHF distress, safety and calling channel. Other marine channels are designated for ship-to-ship, port operations, navigation, non-commercial communications and other uses.

Around busy ports, listening can be especially interesting. You may hear vessels coordinating movements, commercial traffic interacting with vessel traffic services, bridge-to-bridge navigation communications or Coast Guard safety broadcasts.

The Coast Guard also broadcasts urgent marine navigation and weather information over designated VHF channels after announcements on Channel 16.

For boaters, sailors, coastal residents or anyone who enjoys watching marine traffic, a scanner can add another layer to what is happening on the water.

4. NOAA Weather Radio and Severe Weather

A scanner can also be a useful weather-monitoring tool.

NOAA Weather Radio All Hazards operates more than 1,000 transmitters covering all 50 states and adjacent coastal waters. Broadcasts use seven frequencies between 162.400 and 162.550 MHz, and the National Weather Service specifically notes that these broadcasts can be received on compatible scanners.

These stations provide continuous local weather information and issue watches, warnings and other hazard information when conditions become dangerous.

For scanner enthusiasts, though, severe weather can involve more than simply listening to the NOAA broadcast.

Depending on what is used locally and what your scanner supports, weather events may bring increased radio activity from emergency management, highway departments, utilities, public works, amateur radio operators and public safety agencies.

That can make a scanner especially interesting during thunderstorms, hurricanes, blizzards, flooding and other major weather events.

5. Amateur Radio

Amateur radio, better known as ham radio, offers another enormous area to explore.

The FCC describes the Amateur Radio Service as being available to qualified individuals interested in radio technique for personal use, and amateur operators communicate across numerous frequency bands using many different modes.

With a scanner capable of receiving the appropriate frequencies, you may hear local amateur operators talking through repeaters, organized radio nets, emergency communications exercises, public-service events and conversations between operators.

During severe weather, amateur radio can become particularly active in some areas as trained spotters and local operators exchange weather observations.

You don't need an amateur radio license simply to receive ordinary unencrypted amateur transmissions with a scanner. A license is required if you eventually decide you want to transmit and participate yourself.

For some scanner listeners, monitoring amateur radio is actually the gateway that eventually gets them interested in earning a ham license of their own.

6. GMRS, FRS, MURS and CB Radio

Not every interesting radio conversation belongs to a government agency or large organization.

There are also several personal radio services used by families, travelers, outdoor groups, businesses and hobbyists.

FRS has 22 channels in the 462 and 467 MHz ranges, which are shared with GMRS. GMRS also operates around 462 and 467 MHz and allows licensed users access to capabilities such as repeaters.

MURS uses five channels in the 151 to 154 MHz range and is commonly used for short-distance two-way communications.

Many scanners also cover the traditional 40-channel CB radio band around 27 MHz.

Activity varies tremendously by location, but these services can provide another category to explore, particularly around campgrounds, recreational areas, highways, farms and other locations where short-range radio is useful.

7. Businesses and Commercial Operations

Here is a category many scanner owners overlook entirely.

Businesses use two-way radio every day.

The FCC maintains an Industrial/Business Pool within its Private Land Mobile Radio services for organizations using radio communications in their operations.

Depending on your area, that can include:

  • Construction crews
  • Hotels and resorts
  • Manufacturing plants and warehouses
  • Shopping centers
  • Transportation companies
  • Security operations
  • Maintenance departments
  • Towing companies
  • Other commercial users

Some operate conventional analog systems. Others use digital technologies such as DMR or NXDN, so the scanner required will depend on the system being used.

Modern digital scanners can support a remarkably broad range of formats. For example, current scanners are available that receive conventional analog radio along with P25, DMR and NXDN systems when those communications are unencrypted.

For someone who enjoys simply discovering radio activity, business channels can be one of the most unpredictable parts of scanning. You may have active transmitters only a few miles away that you've never thought to look for.

8. Public Works, Roads and Local Government

Local government radio extends well beyond police and fire.

Municipal and county operations can include highway departments, snowplows, public works crews, water departments, sanitation, transportation, parks departments and other services.

The FCC licenses public-safety and local-government radio operations across multiple portions of the radio spectrum, including VHF, UHF, 700 MHz and 800 MHz systems.

What you can hear will depend on the system your community uses, but these channels can become especially active during storms, snow events, road closures, infrastructure problems and other situations that affect an entire community.

If you've ever wondered what is happening behind the scenes during a major snowstorm, for example, public works radio can be surprisingly interesting.

9. Racing, Airshows and Special Events

Scanners aren't limited to listening from home.

They can also be part of the experience at sporting events, races, airshows and other large gatherings.

Radio communications may be used by event operations, parking crews, security, transportation teams, race teams and other personnel. Specific frequencies, technologies and access vary from event to event, so researching an event ahead of time is part of the fun.

Motorsports scanning in particular has developed its own following, with fans using scanners to add team and operational communications to the experience.

Airshows can offer another combination: event communications on the ground plus civil and sometimes military aviation activity overhead.

A handheld scanner suddenly becomes something you can take with you rather than equipment that always sits on a desk.

10. Search the Airwaves and See What You Find

One of the most enjoyable uses of a scanner isn't monitoring any predefined category at all.

It's searching.

Many scanners let you search frequency ranges or use features designed to identify nearby active transmitters. Instead of programming only the channels you already know about, you can explore your local radio environment and discover signals you didn't know existed.

That takes scanning back to its roots: curiosity.

Who is transmitting?

Where are they?

What type of operation are you hearing?

Is it an airport, railroad, maintenance crew, business, marina or something completely unexpected?

Modern radio systems have certainly evolved. P25, DMR, NXDN and trunked radio have changed what scanners need to be able to receive, and encrypted communications cannot be monitored by consumer scanners. Uniden documentation, for example, shows encrypted P25 voice being identified and its audio muted rather than decoded.

But encryption on one system does not mean there is nothing left to hear.

Quite the opposite.

The radio spectrum is used by public safety agencies, aircraft, railroads, vessels, weather services, amateur operators, businesses, local governments and countless other organizations. The FCC itself administers a broad range of radio services spanning public safety, industrial and business communications, personal radio and many other applications.

The key is to stop thinking of a scanner as a device for listening to only one thing.

Think of it as a receiver for exploring your community, your hobbies and the radio spectrum around you.

You might buy a scanner because you're interested in local public safety and discover that you enjoy monitoring aviation.

Aviation might lead you to railroads.

A trip to the coast might introduce you to marine radio.

A storm might get you interested in NOAA Weather Radio and amateur radio.

And before long, the scanner isn't tied to one particular agency or one particular type of communication at all.

That's what keeps scanning interesting.

There is always something else to listen for.
